Why is Europe falling behind America and China in the AI race?

Combination of overly onerous data protection laws, a smaller market and less training data (particularly for non-English speaking European countries – notably that the UK is actually broadly on par proportional to population with the US for startups at least), a general desire to regulate everything to death in response to the slightest risks (see the EU AI Act) and a pre-existing lack of large tech companies (that drive a lot of the investment in AI).
