Absolute memeshit. The Constitution doesn’t say Congress can’t impose time limits for State ratification. Congress can therefore say “we’ll approve this amendment on the condition that states approve it in a timely manner.” When they didn’t, Congresses approval went ::poof::. Pretty simple.
