One of the reemployment centers in my state has a whole class on how to apply for federal jobs, with almost all of the people in it aiming for jobs at the VA hospitals. All of it was showing people how to apply for federal jobs.
Class got shut down when the person running it got a federal job.

In my experience, hiring for technical roles is just broken everywhere. The issue of non-technical folk rejecting highly qualified resumes simply because they don’t understand the jargon is widespread across both public and private organizations. The extremely long resumes seeing success in government applications is just a way to get around that. If 6 page resumes were culturally acceptable in the private sector, I’d bet people would be submitting long ass resumes there too.
HR departments are not qualified for hiring highly technical positions. I don’t know why so many organizations struggle to understand this.
