To clarify the headline, they mean stationing US nuclear weapons in South Korea.
The US has enough nuclear weapons in subs in the Pacific to wipe China off the map. All putting nukes in Korea does is escalates tensions. It achieves zero strategic goal. Thus, my conclusion is that the goal here must be political. I am unsure if it is for domestic purposes, ie it makes Trump seem like a bigman, or it is a foreign play to see how adversaries react or to force them to react in some way.
