It’s really just saving face. Iran knows that Russia and Isreal had some kind of non-aggression pact, so how could it expect anything else? Besides, Russia cared more about it than Isreal, because what would Russia do? The S-400s would be detected and destroyed. Only with some losses for the IDF.
