Can he actually have them laid off? I thought an act of congress (e.g., a funding bill) was required to terminate civil servants without cause.
Yesterday, the admin put out a memo which you can find [here](https://chcoc.gov/sites/default/files/Guidance%20on%20Admin%20Leave%20and%20Probationary%20Periods%201-20-2025.pdf) which summarizes authorities that agencies have to put staff on Administrative Leave while the agency determines what to do with them.
Today, they put out yet another memo that is comically unhinged, which you can find [here](https://www.chcoc.gov/content/initial-guidance-regarding-deia-executive-orders). For example, the party that believes in conspiracies surprisingly believes there is another conspiracy afoot, and directs all federal employees to report “the truth” to a legitimately real address called DEIAtruth@opm.gov that nobody should use to sign up for email subscriptions.

Do they get paid while on leave?
Schedule F is a bad thing. Even if a Dem becomes president in ’28 it will just add less stability to the bureaucracy over time and we’ll end up spending four years just hiring people.
