Really this is the problem with the fact that the President is also the Commander-In-Chief. It’s a holdover from the Roman system where Consuls would control legions and the like. It also did not work out very well for the Roman republic.
But it means that the president directly controls the largest military on the planet with essentially zero oversight and as long as orders are legal (Strictly, and military lawyers are good at finding the gaps or moving goalposts to ensure legality), nobody in the service can disagree publicly or disobey orders.
Even at very high levels like generals and chiefs, there is literally nothing they can do, legally, to stop stuff like this even if they wanted to. And because military regulation is law for people in the military, and following the president’s orders is also law, disobeying these orders can mean jail, or losing your career.
Truly, the military should be under the control of Congress. It’s more representative (I threw up while writing that) and less prone to radical change.
