I think we all (or most of us) agree overhead rates are crazy, especially for the top universities, but capping at 15% is going to wreck university research. And applying this to already awarded grants is just cruelty. This is for NIH but this will likely follow with the NSF.
I've watched the US University ecosystem, and research lead, killed in the last 3 weeks. Time for Chinese lessons.

Today has *not* been a good day to be a scientist
I work in grants & contracts at an R1 university. This is going to cause immediate, immeasurable, and irreparable harm to biomedical research. I am highly critical of admin bloat, but this is like taking a twelve-gauge to your foot to get rid of toenail fungus.
