This would be a pretty huge expenditure, and at a time when the debt is getting more and more out of control. We frankly need austerity, not more spending. The policy itself is fine enough – but how will we pay for it?

Phased out for joint filers at $40,000. I hate to sound coastal elitist, what household is making under $40k assuming you have two working parents? Both parents would have to be making the federal minimum wage?
