He literally just endorsed a plan that gives them a budget increase. So is this how it’s gonna go? Congress passes spending bills and now those are just mere suggestions?

If any other administration were doing this it’d be a good thing. The budget is bloated and you probably could find efficiencies and cuts that add up to 8 percent but don’t harm readiness. But this will just end up leading to a complete withdrawal from Europe it sounds like.
