‘Assad loyalists’ is very loaded language as it implies that the militants are seeking the return of Assad. The reporting from SOHR I can find makes it sound like tensions erupted from the regime’s occupation:
>According to the Observatory’s sources, the residents of the area refused to hand over anyone without presenting a search warrant or an official document, which led to skirmishes with security forces, which developed into shooting in the air to disperse the gatherings. Meanwhile, one of the accused of arms trafficking was arrested.
Here’s the AANES (SDF) statement on the current situation:
>To public opinion
>Tensions and clashes are increasing in Syria, especially on the Syrian coast, between forces belonging to Damascus authorities and military groups on the coast.
>We are in the Democratic Self-Administration of the Region of North and East Syria, and while we express our concern and grief over what is happening at the coast, we point out that the reason for this escalation is the incorrect reading of the Syrian reality by the authorities in Damascus, and not taking into account the sensitivity of the situation in Syria, especially Diversity in components and spectacles, thus accelerates our homeland to the edge of the abyss, and may be the reason for committing massacres against our Syrian people.
We also appeal to all parties to be wise and self-control, and to stop this escalation that will contribute to widening the gap between the Syrian national forces, and the Syrian people will be the only one who will pay for these contradictions.
>We have affirmed time and time again that Syria needs a genuine national dialogue to discuss ways to reach security, resolve all contradictions and problems between the Syrian forces, and we have stated that the dialogue is the only way to build Syria to fulfill the hopes and aspirations of its people in all its components and species.
Once again, we appeal to stop escalating and resort to dialogue, and we urge our Syrian people not to flee behind whoever tries to start a civil war in our homeland Syria, because we will all be losers, and our enemies will use it to the benefit of their terrorists in Syria.
>Democratic self-administration of the region of north and east Syria.

It’s pretty hard to find good info about this, especially not speaking Arabic, so if anyone has any better sources I would love to see them.
