I would hope that Congress would immediately remove him from power if he tried.
He obviously is the Commander in Chief of the armed forces, but he cannot declare war. If Congress were to allow him that, then we truly have a dictator on our hands.

US already invaded Greenland, they have a pretty big base there already. Trump just wants access to the rare earths and minerals there, as well as to keep China and Russia out.
