    Hungary’s Parliament, where the ruling party Fidesz has a majority of two-thirds, is expected to pass a constitutional amendment enshrining into the constitution a ban on LGBT+ gatherings that was adopted last month, and allowed the use of facial recognition software to identify participants.

    In March 2025, Viktor Orban promised an “Easter cleanup” against his opponents, whom he called “the stink bugs”, and announced a new series of illiberal measures aimed at curtailing constitutional freedoms.

    Among them, a ban on LGBT+ gatherings was adopted through an accelerated procedure aimed at cancelling the Budapest Pride, during a tumultuous session that saw opposition MPs set off smoke bombs in Parliament, for which they were fined €200,000.

    Legally, the ban is to be codified under the provision that children’s rights for their “proper physical, mental and moral development take precedence over all other fundamental rights”, building upon earlier legislation that labelled LGBT+ culture and attitude as obscene and immoral, with Fidesz politicians regularly assimilating LGBT+ people to pedophiles.

    In addition to this ban, the constitutional amendment proposed on Monday will also enshrine the exclusive recognition of “two sexes” and allow the stripping of citizenship from dual nationals deemed as a threat to Hungary”s security, a move aimed at Hungarian-American billionaire George Soros, a frequent target of the Orban government.
