Reading through the article, some of the quotes they pull indicate that in terms of what outcomes trump wants, he in actuality wants regime change, but is only willing to commit to surgical strikes. From the article:

The article also talks about how previous presidents have tried to facilitate limited change in the Middle East, Iraq in 1991 for example, but the fallout ultimately led to long term conflict. I’d be lying if I said I wasn’t concerned about a similar outcome.
