The Heritage Foundation already expected this to be a thing. They’ve known for a while now that the hardest part of heavy immigration enforcement would involved red States and agriculture. And in the end they are pretty much running immigration policy on their own. Trump is barely involved
Their efforts involving immigration enforcement and crafting the system to their wishes goes back 30 years.
Heritage Foundation are responsible for creating ICE in the first place. ICE is their baby. Their idea. And Bush gave it to them. Now they’re wielding the sword they’ve forged and cutting everyone down with it.
