It’s definitely tough to find staffing in the North, even if you pay well – people don’t stick around to work service jobs. In any case it’s very hard to see someone hiring TFWs for 90% of their staff and not get just a teensy bit suspicious about their books. The solution isn’t to maintain the TFW program but to replace it with something better and less reminiscent of 19th century indentured servitude
