The University of Pennsylvania will rescind swimming records set by transgender athlete Lia Thomas and issue formal apologies to female swimmers who competed against her during the 2021-22 season, following a landmark agreement with the Trump administration announced Tuesday that resolved Title IX violations and released $175 million in previously frozen federal funding.

The agreement, reached after a Department of Education investigation found UPenn violated federal civil rights law by allowing Thomas to compete in women’s events and use female locker room facilities, requires the Ivy League institution to adopt “biology-based” definitions for male and female athletes and ban transgender women from competing on women’s sports teams.

Education Secretary Linda McMahon called the resolution “yet another example of the Trump effect in action,” adding that the administration would “continue to fight relentlessly to restore Title IX’s proper application.”
