Didn’t the US give them more than $200 billion in weapons already. Is this just moving stuff from column a to column b

We’re so hard pressed for cash that we need this? Really? I’ll take it if it’s the only way to get weapons to Ukraine but I don’t get this.
Imagine charging your neighbor to use your garden hose, but won’t stop running all 4 showers and faucets and the sprinkler at the same time. All while blaming you for your house being on fire
Edit: if this is being funded via frozen Russian assets I feel a bit better, but would rather that money be used for reconstruction
