The second slide is showing the guy putting the badge on, seeing the camera, quickly putting the badge in his pocket, and standing with him is the guy wearing the back pack that matches the stairwell cctv footage.

Those are not the same backpack, you can clearly notice that the bottom badges are in different places. And the badge guy was probably an undercover cop, a common thing in public gatherings.

Which of these backpacks have a broken down 30.06 rifle in it? Oh that’s right, neither. Regardless of if it’s the same backpack or not, we know the alleged gun doesn’t fit.
