Only in TV and movies is there database that lists the owners of all rifles by serial numbers.
A better reason is that thoses are the rifles they had access to.
Theories:
1) Bolt action rifles like these are accurate, easy to acquire, and likely untraceable by serial number.
2) These rifles are not typically the targets of gun control laws. This could be either as a way to avoid any talk of gun control in the wake of the shootings. Or it could be to get gun control talks to now include rifles like these as well.
Reminds me of Lee Harvey Oswalds rifle too…that was part of the whole conspiracy theory that he supposedly made such a crazy shot from a distance with some ancient bolt action rifle…it didnt use 30 06 rounds tho

No serial, relatively inexpensive to acquire, common to purchase via private sale (no ppw or BG check required for this in many states) accurate at long distances, etc
