The main conflict point between the US and Korea is the nature of 350 billion dollars investment. The interpretation of “investment”
Is leading to statement in tariff negotiations. In this post, I want to discuss the different interpretation of the deal made in the end of July between Korea and the US and inquire on why the US are obsessed with cash.

A. Korea’s interpretation

Korea viewed this 350 billion dollars investment as an actual physical investment such as building new shipyards and battery plants. So, according to Korean interpretation, Korean companies would go into the US and build factories and hire American workers. So, most of investment would be delivered in form of loans and guarantees to help build these factories and shipyards.

Pro
– American workers get a manufacturing job.
– Korean companies benefit from this expansion further into the US market.

Con
– Korean companies decide where to invest so the US government doesn’t have direct control of 350 billion dollars.
– Take years to yield physical results as factories need to be built

B. American interpretation

The US government has different plan for this investment. They demand hard cash in dollar to be handed over $ 350 billion dollar ( this amount subject to constant changes depending on the mood of US officials ) in 45 days to a “Special Purpose Company” made by Trump. They want financial liquidity now

Pro
– The US President has direct control over the money.
– The US gets access to immediate liquidity.

Con
– This will make Korea’s currency unstable leading to a financial crisis
– There is no accountability on where this money is spent on.

So, it seems that the US are in dire need of cash rather than factories.

But, the issue I see is that if they take dollars back into the US, wouldn’t the value of dollar would go up, hurting US exporters?

Also, the issue with American re-industrialization is that there is no infrastructure or techniques to build back manufacturing. Americans need new techniques and skilled workers not cash. So, wouldn’t South Korean interpretation help the US better?

    It’s much harder to corruption away factories than lump sums of cash.

    Don’t over think it. These guys live on bribes. The next administration needs to hold them all accountable.
