You can’t just not take actions because your opponent threatens to do something they can do at anytime. You’re essentially giving them what they want for free. Force them to make the move when you have favourable ground. Then, when the threat is either revealed to be a bluff or used up, you have freedom either way.

That was the original concern that Congressional Democrats had. But honestly, doing nothing is worse. Risks need to be taken.
