Sending money or not, has no impact on allocation or fiscal government responsibility. There is none.

Those are separate issues but it’s understandable to want taxes to go to something that benefits the taxpayer.

That $20B goes to government bribes and other officials with influence to help us keep control of other countries. Sending $20B to domestic communities in need would do nothing for the ruling class. Simple as that.
