I think a lot of discussion on this sub often hinges on "Western" countries with clearer demographic evolutions, whereas in the former East, there is a very different dynamic at play (with similar consequences). This article articulates the post-communist social setting quite well.

No advancing state can recover birth rates back to replacement levels. No amount of welfare can bypass people wanting to rather spend their time/effort on themselves or on less than 2.1 kids.
The only proven method seems to be high control cults given the persistently high birthrates of groups like the Mormons or the Hasidic Jews. Groups that indoctrinate people into becoming breeders.
The only solution for the (long term) future is to either turn to artificial wombs or to revert to the Handmaid’s Tale. I’ll take the vat births
