    The Total fertility rates doesn’t tell you how many children will eventually be born to a women. The average age of pregnancy increasing would reduce the TFR for a time and while the average age decreasing which happened in the 1950s would increase the TFR.

    American Women born in 1953 had 1.97 children by 45. American women born in 1983 had 2.08 children by 40. Their is a rapid decline in teen pregnancy in the US in the last few decades, especially after 2008, which is the major contributor to lower TFR.
