So here’s the thing about the flood, they are the precurors, beings that existed since before the universe and basically the closest thing to GOD in Halo having created all life.
The flood war in universe inspired the legends of flood myths, therefore they are literally preaching against God’s will.
Halo lore is pretty wacky and goes full on cosmic horror. The DHS could have at least done some basic research.
