The likely scenario is probably, that the Netherlands and the Commission lobbied the US to include this in the China deal and that China knows the export control actions are very damaging to both them and others. But the Netherlands have, throughout the whole case, insisted that the US is not involved in the government’s actions nor the court’s. I am personally inclined to believe this, but now with the US coming to the rescue, it really looks like everything was orchestrated by Washington.
