If this is all that was needed for Dems to cave, then it was, in fact, this party's fault for the shutdown. Republicans would've agreed to this on day 1.

How did this guy become the Dem leader? He has shown no ability to effectively lead the caucus when it matters
This is the political equivalent of switching to the *Prevent Defense* when you’re down 10 points in the 3rd quarter. Bend then break.
