No, they didn’t. These are the safe Democrats who took one for the unsafe democrats who probably wanted to open it. It is possible that literally every single one of these dems wanted the government closed, but that enough other dems wanted it open, that the party collectively put these guys up. It cannot be a coincidence that literally every single one of these guys have a safe seat, or that the final vote was literally 60-40.

Seems clear that Kaine backed the deal because it reversed the firings of thousands of federal workers who live in Virginia. Don’t understand the rationale of the others, though.
