They very much can arrest Americans, when those Americans are interfering with their duties or attacking agents. It’s called obstruction.

Federal Agents have the authority to arrest US Citizens for violation of federal law. ICE has the authority to arrest US Citizens for violation of federal law. ICE can even arrest US Citizens for violations of immigration law, such as alien smuggling or alien harboring, and in some cases could make an immigration arrest based on probable cause that an individual is an illegal alien only to later determine that they’re a US Citizen or legal alien.
