Financial knowledgs is low in Europe and the UK, leaving citizens unable to make informed investment decisions and keeping savings in low-return products. Case studies such as Sweden and Finland are instructive since they show that early financial education helps build a culture of saving and investing, boosting individual wealth and supporting economic growth. The EU is pushing initiatives to improve financial skills, through schools. The hope is that, as more and more schools take up financial education and younger cohorts age into more financially literate adults, would lead to further economic gains.
The hell happened between 2015 and 2018? Methodological changes to the calculation?

Also article touches on it, but I think this is likely downstream of cultural effects. Netherlands has better financial education in schools than Italy because it’s more acceptable to talk about money in Dutch culture. I wonder how this pans out in the wider world. I’d suspect it would come down to the same thing.
