The article is simply about New Zealand and India reportedly reaching a Free Trade deal, negations restarted earlier this year after a decade of talks stalling. This has been reported on my multiple news sites and RNZ is a reliable source for news so although this is not officially confirmed I would take it to mean a deal has been reached. There have also been reports in recent months about the negations being close to finishing as well as the New Zealand governments promise to complete a Free Trade deal with India before the next election it’s not surprising to see the deal completed so quickly.
