The US government position on zero enrichment seems baffling to me, and contrary to the actual text of the NPT. Iran – for its many, many faults – isn’t wrong when it says agreeing to a zero enrichment standard would be placing itself on a different standard than any other NPT signatory. I don’t think there’s going to be any progress so long as that remains the US position.
