They are just depicting what they were doing with Biden the last four years:
Making sure he was in the background and out of the way as they, the AutoPen group, ran the government.

This has to be a family photo taken by family or friends. A professional photographer would set up the people better. So yeah nothing significant here just a badly done family photo imo. No need to look for things that aren’t there.
