Judging by the post-election [NORC count](https://en.wikipedia.org/wiki/2000_United_States_presidential_election_recount_in_Florida#NORC-sponsored_Florida_Ballot_Project_recount), Bush still would have won under the limited/partial recounts Gore’s team was requesting, Gore would have won if the Florida courts had ordered a full recount like they were apparently considering.
