Two things:
-A contract signed by Trump where money is involved is not worth the paper is written on.
-People outside the USA also have their own national pride, the same way any average american would get massively offended if asked how much money Xi would have to give them to allow China to annex their state, the mere offer of money to secede is also offensive to the Greenlanders that seek the Status Quo or Independence.

Change my mind: I see nothing wrong with this. Europe plays up self-determination and if the people of Greenland are swayed by money, then that’s a big win for America. The only real cost here is that of the relationship between America and Europe, but the easy argument there is that gaining Greenland for an eternity may have far more value than losing the Atlantic relationship for a few decades.
