    I think macron’s first term ironically saw simplifications in some ways (business statutes, corporate tax rates, legal ease) but saw some NIMBY and overegulation on the other end (land use mostly) and that we’re finally undoing this knot

  2. Submitted by Bruno Le Maire in April 2024, the bill on simplifying business life is now unrecognizable when compared to the initial version drafted by the then Minister of Economy.

    One of the most emblematic measures is the abolition of low-emission zones (LEZs), which is supported by the far right, the far left, and part of the right. But this measure hides a whole series of provisions ranging from urban planning to major infrastructure projects and administrative simplifications. Here is a detailed review of the main provisions contained in the text issued by the Joint Committee (CMP) in Parliament on Tuesday:

    # · Priority to urbanization

    While low-emission zones (LEZs) have been the target of much criticism during the examination of the bill, the zero net artificialization (ZAN) reform has also been largely undermined. Its initial objective is to achieve zero net land take by 2050, with an intermediate target of halving the consumption of natural, agricultural, and forest areas by 2030, compared to the 2011-2020 period.

    The text of the CMP, which still has to be voted on by deputies and then senators in session, stipulates in Article 15 that areas dedicated to urbanization **may exceed the local maximum land consumption target by up to 20% without justification**, if this is in the public interest as validated by the prefect.

    # · Exemption for industrial projects

    The text also stipulates that industrial projects of major national interest and those “for national sovereignty or ecological transition” (**particularly projects related to renewable energies**) may be exempted from the ZAN. This also applies to developments, facilities, and housing directly related to these projects.

    A Senate bill (PPL Trace), which also greatly relaxes the reform, is still awaiting further consideration by Parliament

    I don’t know how happy we can be given that it’s mostly undoing things that were done by Macron’s 1st term team, beforehand all economical impact studies. But I’m surprised to see it be somewhat bipartisan.
