Lack of pre-sitting cabinet shuffle doesn’t take it off the table for the winter, say political strategists

Although the rumoured cabinet shuffle during the holiday break hasn’t happened, this expectation having been deflated with Mark Carney gathering with his ministers in Quebec City right before Parliament reconvenes next Monday, this doesn’t mean a cabinet shuffle isn’t in the cards. Previously Carney shuffled the top of the public service last December, to some political strategists this means that Carney is relatively happy with his current roster of ministers and that he will overhaul other parts of the government before he does a cabinet shuffle.
