Best angle of it I've seen so far, from the entire unedited video its pretty clear that Alex's hands were under him the entire time but in this bit i slowed down it honestly seems like the ICE agent fired at the ground after removing the gun from Alex's holster, almost definitely leading to the rest of the agents unloading into Alex at the sounds of the gunshot.

No. The gun is pointed directly at the ground when the first shot is heard. You would see dust/smoke/debris from the bullet hitting the ground
I don’t know. Based on the slowed down video the shooter starts to draw his gun as soon as he sees the gun in the man’s waistband. He seemed to have made the shoot decision then and there.
