Relevance to Neoliberal: Turkey is a fellow NATO member, who is known to be expansionist in recent history. Currently, Iran has the highest population of Ethnic Azeris in the World. Turkey could try to exploit that dimension of demography to expand its spheres of influence. They have demonstrated their desire to do so in Cyprus, Syria, Artsakh, and Libya via arming proxies or annexation.

Reading the article, it doesn’t really seem to imply expansionism. If anything, it describes how Turkey wants a stable Iran without disruptions and refugee waves.
If some sort of disruption (like US striking Iran’s leadership) happens and central authority wanes, I could imagine Turkey striking any potential Kurdish separatist groups from the air and capturing some miniscule amounts of land along the border like they’ve done in Iraq, but not much more than that.

I honestly don’t think it will collapse. I think there might be a military takeover. Watch out for news of any ripple within the Revolutionary Guard. I also don’t think people are fighting for democracy in the Western sense. They want better governance. But then again the picture leaking about the Princelings of the Revolutionary Guard might not instill faith in the Iranian people about better governance. O
