Submission statement: Liberal Democrats in the UK want to split the Treasury up into a Department of Growth and a Department of Spending and move the Growth department to Birmingham. I get the impulse to decentralise the UK but I’m not sure it’s a good idea to move such a department quite far as they’d be closely linked even if it’s a split Treasury. Unless we get HS2 by then.
Personally I think the goal should be to decentralise the UK and give more fiscal autonomy to regions. Implement Land Value Tax and abolish council tax, business rates and stamp duty and let the devolved governments (new ones within England in this case) be responsible for setting and collecting the LVT, and control all the income from it.
