i feel the hike in vehicle recycling fees was basically a last ditch measure to prevent Chinese carmakers from totally obliterating the Russian competition
also, some Chinese car brands are orienting themselves towards Western market, such as Chery, which left Russia altogether recently

Russia can’t comprehend that Chinese companies avoid localisation as much as possible.
They wont build capacity in Russia when they have overcapacity at home. It would be dumb and would risk their chances in Europe
