Based on the article it sounds like the Cuban Coast Guard was well within their rights to open fire on the boat since it was in their territorial waters and fired at them first. I’m wondering what the further investigation will reveal – whether they were smuggling drug or smuggling people which is the reason they shot at the Coast Guard?

Edit: Also, how can boats be illegal on “stolen water/land?!”
