    Mark Carney, Canada’s prime minister, announced plans to invest an additional $25.7bn in defence and infrastructure projects in the Arctic. “We’re taking full responsibility for defending our sovereignty,” he said, ahead of a meeting with his German and Norwegian counterparts in Oslo on Friday. Canada has refocused attention on the Arctic following threats from Russia and Mr Trump’s expansionist rhetoric.

    Making troops wear their whites over combats is one of the more absurd dress states I have seen in my time.
