Ms. Harris often prioritizes personal rapport with her staff and advisers, her aides and associates have said, and she is expected to place considerable stock in the in-person meetings. Her campaign has said it will announce her choice of a vice-presidential candidate before Ms. Harris and her running mate begin a tour of battleground states on Tuesday.
