They can say with certainty if the government is monitoring you which they almost certainly do.
I’ve seen my Internet traffic routed out of country purposely just so it could be monitored. Between the ABC agencies and the telecoms that support them, everyone is looking for anything because no one sanely is doing anything illegal. So they have to make shit up to keep their numbers up.
