No idea but id say a bug in either the display software or the data itself is more likely than this being an accurate representation. But then again maybe it is and some weather nerd would be needed to explain.

the center of the circle is where the doppler microwave beacon is located. It sends out the microwaves in a circular pattern (picture a lighthouse sweeping it’s beam in a circle)
