I do not believe Martin Bryant was solely responsible for the Port Arthur massacre. In my opinion, there's three possibilities.
1. Government knew it was going to happen and allowed it to happen (probably true)
This one isn't even that speculative. There were talks of a mass shooting happening in the years prior to it. Combined with a move to take people's guns away, the massacre gave them all they wanted.
2. Government knew it was going to happen and had another shooter on site (possible)
Martin Bryant could not have been as skilled of a marksman as the killings suggested. I've been to Port Arthur and the site is surrounded by forest, so its possible there was a sniper in the bushes.
3. Government orchestrated the whole thing (unlikely imo)
This one is possible because a lot of witnesses said the shooter wasn't Bryant, but its quite a stretch.

2. Sniper at Broad Arrow ? No.
There was some sort of evidence report I read (before the web site disappeared). 90% + of the (Broad Arrow Cafe) Victims were killed with a headshot, with the firearm held at the hip.
Hip shots are way less accurate due to no sight. This means the shooter was extremely experienced with firearms, and possible one of the top 10 in the world.
