It’s a VOR transmitter. It helps aircraft position themselves horizontally.
This is the secret design for the New White House, featuring a Trump tower and 4 obelisks. That top is supposed to be it’s Golden Dome defense shield and drone base.
It’s just a giant bug zapper for giant bugs, or air traffic controller.

It looks like a wide area transmitter with a lattice preventing interference from ground based radio sources. I can’t see the transmitters from any of your angles though, so this could be little more than a giant tinfoil hat. If you’re within ten miles of an airport, then it’s probably what it says it is.
