Hold them accountable for what exactly? Being a means of communication? Better plan on pressing charges on cell phone companies, Discord, WhatsApp, et al. Heaven help us if they go back to IRC channels.
This reminds me of my mother-in-law. She doesn’t set boundaries for her dog, won’t punish it, and only acts in ways that prevent the dog from doing something wrong to begin with. The dog still misbehaves, but at least it doesn’t know how to defeat the child lock to get into the garbage.

He won’t do anything. This guy loves crime. He has to by the way his city is run. I actually think he just wants it.
